Time on site makes a campaign wait until a visitor has spent a set number of seconds on your site, however many pages they've seen.
The timer starts when the first page of the visit has loaded and keeps running while they browse.
It decides who can see the popup, not when it appears: the visitor qualifies first, then the trigger fires.

How it works
“Only show it after 30 seconds on the site.”
On the Settings tab, under Who should see the popup, add Spent on site and type your own value over the default 30 seconds.
Click Save in the rule, then Save changes.
